In a move that underscores the continued close ties between Bermuda and the United Kingdom, the British government has announced that former civil servant James Winn will assume a senior advisory position in the Governor’s Office. Winn, who has spent more than a decade working in the UK’s public sector, will serve as the Governor’s chief policy adviser, focusing on economic strategy, public‑sector reform and inter‑governmental affairs.

The appointment comes at a time when Bermuda is navigating a complex array of challenges, from post‑pandemic recovery to maintaining its status as a global financial centre. Governor Sir John L. Smith expressed confidence that Winn’s experience will help the territory address these issues while preserving Bermuda’s unique governance structure. "James brings a wealth of expertise in public‑sector management and a deep understanding of the regulatory environment that will be invaluable to our work," Smith said.

Winn will report directly to the Governor and work closely with the Executive Council and the Cabinet. He will also liaise with the UK’s Foreign, Commonwealth & Development Office to coordinate policy initiatives and support Bermuda’s strategic objectives. The role is expected to strengthen Bermuda’s engagement with the UK and the wider international community.
